Representation Boy Scout Association of Zimbabwe - Matabeleland Province is a (non-commercial) part of the Boy Scout Association of Zimbabwe organization. Boy Scout Association of Zimbabwe - Matabeleland Province operates under the volunteering efforts of private individuals.

Welcome to the Boy Scout Association of Zimbabwe - Matabeleland Provincial website. On this site we aim to give anyone details of the Scouting activities and events within the Matabeleland Province of Zimbabwe. Due to the unavailibility or prohibitively expensive cost of Personal Computers, software and telephone calls/lines/rental/ISP's in Zimbabwe, most of the information on this website is of an historic nature.

We have established this website to:
Provide electronic access to Provincial, Troop, Pack and Beaver Colony information, news and resources
Facilitate communication between scouts, parents, volunteer Scouters, our community and other interested friends of scouting
Promote the positive use of technology and the internet while providing protection for our youth and the Scouting program
Provide a framework to set up a controlling Provincial I.T. Committee
Promote and exemplify the Ideals of Scouting

Kid Safe Policy Safe from Harm
Websites should be careful about including photographs, contact or other details which together could serve to make children identifiable and contactable. It is the policy of The Boy Scout Association of Zimbabwe - Matabeleland Province to safeguard the welfare of all members by protecting them from physical, sexual and emotional harm. It is essential that anyone creating a website follows a few simple guidelines designed to ensure the personal safety of young people. We do not want our sites to be used as a method for people with evil intentions to develop contacts with children. Young people should NOT be easily identified.

· Do not use their full names.
You should avoid using names at all if possible.

Photographs
Parents should be given the opportunity not to have their child’s picture displayed on the Internet or used for other publicity purposes. This is not a legal requirement as the copyright of an image belongs to the photographer and not the subject. Nevertheless, it is good practice and good manners to seek parental approval. When a person joins the Scout Group a simple form seeking permission could be handed out. The wording should be on the lines of:
Sometimes photos and video images of Scouts taking part in activities are submitted to the local newspapers, the Group, District or County newsletters and website or put on display. If you have any objections please indicate that you are not willing for your child's image to be used in this way by ticking the box ………
This can be reinforced using PC forms and newsletters. The parents wishes must be respected. The photos must meet the requirements of our activity and other Rules and should be considered in good taste. If you do use pictures of people, you need to consider the type of caption you use
· Ideal caption - Scouts receiving their badges from the DC
· Acceptable caption – John and Peter get their badges from the DC
Note you should shuffle the names so they don’t coincide with the picture and try to avoid names if possible.

It is especially important to obtain this release, with the signature of a guardian, for youth. It is also prudent to obtain the permission of the subject(s) specifically to use their likeness on the Internet.

Meetings and Events
Exact details of meeting places and times should not be published. You can provide an email link to request more details. Replying to these requests should not be an automatic process, but should be dealt with by a Leader; eg ‘The Beaver Scouts meet on Thursday. If you want to provide programme information for parents and older Members you must do this in a protected area of the site, behind a regularly changing password (at least once a month). The password must not be available within the downloadable pages of the site (you should not be able to find out the password by clicking View Source/Page source in the browser).

Events and Camps
Whilst you may wish to publish dates and locations of future events, do not go into much detail if you feel that the young people might be put at risk because constant supervision might be difficult. This area might also be password protected.

Leaders and helpers
Protection for adults should also be provided by:
· Avoiding using personal email (see mail forwarding).
· Never publish home addresses or phone numbers.
· Always ask adults if you can publish their full name
Remember, when publicising events, you could also be telling others when a Leader’s house may be empty.

Website Internet Policy
As with all youth organisations, we have to be careful on what information we make available on our young children. As the Internet can be accessed from anywhere in the world, the information on the Boy Scout Association of Zimbabwe - Matabeleland Province Website has to be kept within certain rules.
1. Any parent can request that no information on their child, is to be displayed on the Website. This is done by the parent contacting the Webmaster. 2. Personal information on a child, is to be kept to the following:
a. Scout / Venture Scout group
b. Age (Years only)
c. First Name
3. Surnames, address and telephone numbers for children are not to be used, unless their parents have granted explicit written permission. This would only be in the event such as a Scout organising an activity, where they specifically are required to be contacted.
4. Children of helpers or leaders, will not be linked to their parents.
5. Any photographs used will be appropriate to the activities, the group or the Boy Scout Assoication of Zimbabwe. Individual children will not be identified. I.e. A reference for a photograph will be "A Scout, Rock Climbing" or "Two members of Scout Group", not the scouts names.
6. Links to E-mail accounts / Web Pages held by the children, will only be added with written permission from their parents.

Do not provide or promote interactive forums (any technology that allows someone to post material that others may view), including chat rooms and bulletin boards (even if they are moderated), in a web site designed for minors.
E-mail Policy
The main principle to remember is that the rules of youth protection apply for e-mail. Just as you should never have a private Scoutmaster's conference with a Scout, you should not engage in a private communication via e-mail.
Here are some basic rules:
A Scout can communicate with another Scout or Scouts, all he wants. A Scout can send e-mail to adults, as long as he sends it to more than one registered adult (2-deep leadership) If an adult Scouter receives a private communication from a Scout, reply to the e-mail by copying other adult Scouters and including (quote function) the original message. An adult Scouter can send e-mail to a Scout or Scouts, provided the Scouter copies other registered adults (2-deep leadership). What needs to be avoided is "private" communications between an adult and a Scout. Other tips concerning the protection of any e-mail distribution list: Be sensitive to the spam "bots" that search for e-mail addresses and create spam mailing lists. Encourage the use of redirecting e-mails or freebee e-mail addresses (e.g. Yahoo or Hotmail) that can be discarded once targeted by spammers. Do not post e-mail lists on a web site, if they have the names of youth. NOTE: Some Troops e-mail a list as an attachment to members only (e.g., a Microsoft Word file with a password lock -- you tell the members what the password is during a troop meeting and if they forget, they should call their patrol leader). Some Troops make the list an HTML file, but place it in a password protected directory so only unit members who know the password can access it. Do not post bios or photos of anyone. Never allow a pedophile to connect a picture with a name. Do not post newsletters that provide e-mail addresses of Scouts in articles or ads. If sending e-mail to a group of Scouts, use a list that does not indicate real names (just e-mail addresses). To avoid group replies, have the sender insert the distribution list as a "BCC" and make himself the only "TO" addressee. This will block the list from all recipients, as well as the hackers.
Accountability
One adult with site access shall be named as the responsible contact for the each site. In the case of youth run sites, one adult with site access, shall be named the responsible contacts for each site. The name and e-mail address of the responsible contact shall be listed on the home page of all Scouting related sites. Passwords: Accept as provided below, site access passwords should be restricted to the responsible contact (i.e., webmaster). If it is necessary to share a password in order to work on a site as a team effort, the password should be changed often. Passwords should be changed periodically.
